He never reached his prime is what you do not understand. He was a young sick kid, who defied so much at a young age. If he would of lived on, trained under oru and besame better at his KG he would of been easily kage level! He was already High Jonin level when he died at 15 or so.

With his perfect body combined with his own, they defeat the leaf and 3rd hokage (atleast kill 3rd), so that would mean oru still can use ninjutsu (edo tensei; 1st and 2nd hokage). Now that he has the perfect body that can handle senjustu(CM) he can finaly master DSM (like kabuto did)...

So now we have 100% healthy Oru with a perfect body and broken KKG with Edo tensei and DSM!... If kabuto is number 1 with what he has now, Oru would of basically been in the position kabuto is in! Beyond Any kage shown!
