You vastly overestimate Kimimaro.
Without a doubt, he was indeed powerful. He also had great potential. Not to mention he's one of my all time favorite Naruto characters. He's also possibly one of the most unique characters in the Narutoverse.
Gaara at the time he fought Kimimaro was already a jonin level ninja. Kimimaro displayed more or less superiority over Gaara, who was again, a jonin level shinobi. He also defeated the Sound 4 at an early stage before he even had full mastery over the curse mark and they were CM2 high chunnin leveled ninja, all in his base/CM1 form. He also assisted Orochimaru in fighting the Kazekage who was a kage level ninja
Simply put, Kimimaro at prime was at least roughly high-jonin level. This could have possibly expanded to low kage level in the future. I cannot see him however going past that level without more jutsu/techniques or feats. He was a one dimensional fighter, just like someone like Gai or Lee except arguably a bit more versatile. Assuming he met his full potential, would he have been able to defeat someone like SM Naruto? Probably not. Someone like Deidara/Hidan? Quite possibly.
That said, while extremely formidable, his potential was limited. Kimimaro was the heir of his clan, making him the most powerful of his clan. His clan died due to recklessness and lack of quantity. The extend or degree of his bloodline do not rival that of a clan like the Uchiha Clan. Though without a doubt Kimimaro probably possessed the most powerful and durable body in the Narutoverse, that debate is between the Third Raikage and him.
In conclusion, notwithstanding what I wrote, I'd say Kimimaro's maximum potential is around low-mid kage level.
