Not really, no. I love Sasuke's character as he's a persona non grata and tends to shun idolatry of democracy or as democratic as Konoha's system was. Unifying everyone under a single leadership is far more logical than creating several nexuses of power that thrive on nothing but political corruption, intolerance, terrorism, genocide and pillaging. Also, what you described is something the villages' practiced and enshrined in their law. It is literally a Consecrated concept. An unchallenged axiom.

Furthermore, abolishing the militia systems would have prevented more wars, black politics and segregations and the subsequent massacres to amass more power and crush oppositions in the future. But, I wouldn't expect your dull mind to grasp all that.

No, more like Sasuke will rule everyone while preventing more power to come about because he will be scared of revolt, one day like in every country that has tried this there will be a revolt against him, yeah he may put it down but at the end of his lifespan he leaves nations very far apart from eachother with no real system to rule them unless he appoints a successor. Which is accumulating more power for themselves but unfortunately that successor will not be his level of power so they will need servants/bodyguards to help them defend from revolt eventually leading to a group at the top ruling over everyone. The opposite of a democracy, they'll be overthrown and the whole system will start again.
State your beliefs anyway you want history shows it never worked to leave all power in the hands of a single party or a select few power needs to be distributed throughout in a system of tiers. And for the record I live in a place where civil is a thing, people die almost everyday be it friends, cousins or even brothers, I know damn well how the world works and I'd rather have someone out their unifying my people with force than wake up everday wondering which of my loved ones I'm going to lose today and when it would be my turn to go.

Coming back to OP, Sasuke should have definitely mounted an assault and crippled Konoha's foundations during war. That way, after that kink was smoothed out, he should have proceeded to aid Madara and Obito in taking down the alliance. Or cutting off the supplies to the medic division, ending Tsunade's or Sakura's life and taking out the tents to cut off the support line entirely would have benefited him greatly.

Man, this manga could have used a Seinen genre. Sasuke had planned on using a Bijuu to crush Konoha. Kishimoto forgot so many elephants in the room.
