Unifying everyone under a single leadership is far more logical than creating several nexuses of power that thrive on nothing but political corruption, intolerance, terrorism, genocide and pillaging. Also, what you described is something the villages' practiced and enshrined in their law. It is literally a Consecrated concept. An unchallenged axiom.

Furthermore, abolishing the militia systems would have prevented more wars, black politics and segregations and the subsequent massacres to amass more power and crush oppositions in the future. But, I wouldn't expect your dull mind to grasp all that.
