Actually, he has 5 Raiton including Chidori Variants. I thought he only has 3 Katon ninjutsu. But yes, he has a 5 in Ninjutsu, and Databooks stats are not supposed to decrease.

Sasuke is a 5 in ninjutsu & by all accounts is currently a 5 in genjutsu

A is a 5 in strength taijutsu & speed also he doeshave good genjutsu defense

Mei is at least a 4 in speed & taijutsu

Minato is a student of jiraiya so genjutsu is logically his lowest stat

Madara is 5 in speed & taijutsu based on manga feats & 5 in stamina

Naruto & bee know no genjutsu & only has limited genjutsu defense naruto also is not a 5 in ninjutsu nor is he a 4 in intelligence
