Ok look at it this way.
Sasuke doesn't deserve a 5 because he still hasn't show his true potential in ninjutsu.
However hidan has doesn't mean that hidan's ninjutsu is better than Sasuke.

The problem is that Sasuke's Ninjutsu is already a 5 in the third data book, I doubt it will be lower in the next one.

His speed is a 4.5 in the Third databook, so it won't suddenly be 4 in the fourth.

It could use a few adjustments, but it's a pretty nice list.

Databooks don't really show how strong they are , for example Lee's 22 which would mean he is the weakest out of the konoha 11
