Plus they're not even possible. Characters here have different strengths and weaknesses that can be exploited by different abilities despite one character being physically weaker than the other.

One Piece has very well established power levels and they're nothing like DBZ. There are different ways on going about the concept.

Actually, in part 1 there were very solid power levels. Hokage, Jonin, Genin.
...Then Akatsuki and Sage mode happened...
