third raikage is a bad matchup for the hokages since they really don't have an attack that can scratch him that doesnt involve suicide. but prime sarutobi knew all konoha ninjutsu so i think he'd find a way.

Hype that in no way is true. Hiruzen knew alot of jutsus yes. All of Konoha's jutsus? Not possible.
