"Hiruzen was one of the most powerful shinobi in history. In fact, he was so powerful that he was admired as the God of Shinobi (忍の神, Shinobi no Kami) in his prime. According to Iruka, he was said to be the strongest Hokage that Konoha ever had as well as the strongest of all the five Kage during his era.[6] Even in his old age, Kabuto Yakushi considered him the strongest of the Five Kage at the time of his death.[7] Enma commented on his battle with Orochimaru, saying that it was "miserable" compared to his prime, even though he had clearly been able to hold his own against Orochimaru and two former Hokage without losing his composure. Even in his old age, his chakra was noted for being very strong, causing a dense effect on the atmosphere when released;[8] furthermore, he was known for having immense reserves of chakra in his youth.[9] He was also the longest living and longest reigning Hokage"
According to Jiraiya, Minato was one of the most gifted shinobi who ever lived.[10] Anko Mitarashi, in discussion with the Third Hokage about Orochimaru's immense strength and his threat to the village, stated that she wished the Fourth had been alive to face him. During the Third Shinobi World War, flee-on-sight orders were given to enemy shinobi should they ever see him appear on the battlefield. Minato was also capable of countering the Nine-Tails' attacks to the point that Tobi needed to step in to face him directly. After their battle, Tobi was forced to retreat due to being severely injured by Minato. He even complimented Minato and stated he was worthy of his title as Fourth Hokage. His abilities were so far advanced that even the Fourth Raikage thought that no one would be able to surpass him"
"The Third was undoubtedly an immensely powerful shinobi and is recognised as the greatest Raikage. He had enormous chakra reserves, being able to use the Kohaku no Jōhei to seal the Eight-Tails each time the beast went berserk during his time. He was able to single-handedly delay an entire army consisting of ten thousand shinobi for three days and nights before finally collapsing,[5] he was also said to be the only ninja capable of going up against a tailed beast."
"As the Raikage of Kumogakure and Supreme Leader of the Allied Shinobi Forces, A is undoubtedly an extremely powerful shinobi. His younger brother Killer B also mentioned in his fight with Sasuke that, before him, only A was able to deflect the Eight-Tails. Karin also notes that his chakra level is comparable to that of a tailed beast.[8] A's signature fighting style is a combination of taijutsu and ninjutsu to form the powerful nintaijutsu.A has shown immense durability, being able to take two Lariats to the chest from B without getting damaged, while a final Lariat just seemed to knock the wind out of him. Similar to his father, he could also survive being transported by Mabui's Heavenly Transfer Technique relatively unharmed. A also has an immense tolerance for pain, as he was able to withstand having his arm set on fire by Amaterasu and was even able to cut it off himself without flinching"

to me it kind of a bad match up : if it was to abilities such as ninjutso it would go to the hokages but looking as the phisical stregth it hink the raikages would take it with their durability. i would call it a tie. all of them at thier prime where extremly powerful. hiruzen lackin the speed is a bad match up for them but come one we have to agreed that hiruzen did live up to god of shinobi. he was really old when he took oro plus two prevouis hokages. like what enma siad that he look miserable even doe he manage to seal two hokages away and manage to somewhat defeat oro. if sasuke was able to harm A .... i think the 2 best hokages kohoha had would be more then a match for them. sorry for all grammar and spellin issues :/ .. and this is just my opinion anyone has the right to disagree or agree with me so dont bash me
