So they won't be under Luffy's command, but rather helping Luffy by their own choice. If they don't want to, they don't have to, but they will all end up helping him. They are under the "straw hat grand fleet"...and who is the boss of that fleet? Luffy.

Sure if they don't want to come help him.. they don't have to.. but that just means they won't be part of his fleet.
