Esdeath is a better villain I think. The whole survival of the fittest concept makes for a ruthless villain, then when she tries to be normal and fall in love she approaches it as if it were a battle still and ends up getting hurt, making her even colder. Not to mention she's that unbeatable foe.

She may be one of the greatest female villains ever.
