Since when incursio is the symbol of night raid?

When was it stated/implied Budo is plotting something against empire (or have i misunderstood)?

I don't know when it was established but Incursio is very well known. Back in the Esdeath fight, she stated that she has always wanted to fight it.

He said it back when Budo first made his entrance, he said he would protect the Empire no matter what and the source of corruption (PM) will be eliminated.

Incursio as the symbol of NR? Might be a mistranslation, but I guess it could indeed mean that it's famously associated with it.

bulat and akame were the most well known among the night raiders, so yea, murasame and incursio are the de facto symbols of night raid.

yea, budou serves the emperor and the empire, not the prime minister.

I bet if Mine's blast came from nowhere/off-panel hitting Budo first with Mine herself showing up later, it would have looked less embarrassing. But, there had to be that exposition about Pumpkin being stronger than ever and all that.
