Lol apparently Bols is blond and blue eyed.
Not to mention his face's lower half seemed undamaged as well as his hair. His face couldn't have possibly been that bad.

I don't think that's true. I've downloaded plenty of dual audio anime where there's one video track and two audio tracks that can be switched and both tracks fit perfectly with the video. I even have Darker than Black on blu-ray/dvd and it only has one video track.
The dubbing studio simply gets the episodes without the voices and dubs over them. The budget is in no way connected to the current one, it all depends on the demand of a dub.

Yeah but the audio track has already been synced with the video by then, so it doesn't matter if you switch them. But initially they still have to lip sync it, and they still have to pay the VA's but if the dubbing studio has the rights it should have it's own budget your right. But they still have white fox' low budget video to work with.

They'll cover NR vs Esdeath and end it on chapter 44 when Syura appears with him sitting like a girl.

They should end it like tim said, that's a good stopping point. Budo doesn't really contribute enough to the series for it to end with him. Syura at least has actually added to the series.

Not necessarily, I've watched anime where characters that were in the opening weren't shown at all. If they say "This is were we stop", then it's not up for debate.
Plus the manga arc ended with shura sitting in the chair before the next one, that's the perfect stopping point.

Seryu fight starts the episode after the next episode. Since the preview confirms that episode 18 will cover the Rakshasa fights. That leaves us with 5 episodes. Esdeath fight is right after Seryu fight and will take up at best like two episodes. Unless they go ridiculously slow right now, they are definitely getting into the WH arc.

Considering the overall quality of the anime it's perfectly possible for them to have been working on the latest few episodes while the anime itself was already airing.
