Wait, do people really think Budo can beat Esdeath?
He beats her. Both him and the Prime Minister.

''Strongest of the Empire'' doesn't mean anything now that Budo came out of the training ground and is actually going to fight for them. Esdeath always fought for the Empire's army while Budo spent his time in the training grounds. Hence the strongest of the Empire title. Not because she is stronger than Budo, but because she fought in battles against the other countries, etc. while Budo never did. If the strongest of the Empire was actually meant in a literal way, that would also mean that Esdeath has more power than the Ultimate Teigu which isn't true.

The fact that Esdeath was compared to Budo in order to justify her hype tells you all. If Esdeath really was stronger than Budo would have been the one being compared to her, not the other way around. Budo was used as an almighty object of comparison, not Esdeath.

Same case above. He only said that because he didn't considering bringing Budo into play until the last few chapters. In fact, he tasked Esdeath in hunting down Night Raid because such a thing would be too lowly for someone like Budo and his group, but he had no problems in tasking Esdeath and her group with that? The whole strongest of the empire title and what Prime Minister said back then goes to shit after what Syura said in chapter 46 and the reaction of the rest of the Minister's after Budo walked in and said he'll fight for them.

They were in panic, wondering how are they supposed to win this war even though Esdeath is already fighting for them, but the moment Budo walks in and says he'll enter the war, they all immediately feel relieved and think that the war is already won. On the other hand, Syura commented how the Prime Minister isn't worried because of the Ultimate Teigu and Budo being there. Didn't even mention Esdeath.

That can mean many things. Syura said that the only reason they can play inside of the Empire so much is because Esdeath is focusing on the rebels outside. That could mean that because of that Esdeath isn't focusing on the rebels inside of the Empire and Wild Hunt gets more toys and play time. And considering that Syura has never even shown a sign of worry when around Esdeath and played with her before with no problems, that's kind of proven.

Syura played with Esdeath before with a big smile on his face. Didn't even hesistate for a second even after she pointed a sword at him and was ready to fight. On the other hand, the moment Budo walked in, Syura started sweating. Twice. Even after Tatsumi and Lubbock were caught by him, the one he trusted to arrive to the scene and take them down in case they try to run was Budo, not Esdeath.

Maybe now, but hype gets proven in this manga so Budo will gain better feats sooner or later. Right now, his speed feats are far above Esdeath's. Kurome and Wave couldn't even keep up with his speed with their eyes and got blitzed while Kurome could actually land a scratch on Esdeath. He also blitzed Syura, who compared him to a lightning. Heck, there's a high chance Esdeath might get blitzed and one-shotted by Adrammelech.

By hype and portrayal, Budo is definitely the stronger one. More so, Esdeath has already praised Budo and shown high respect for him while Budo didn't even bother to notice Esdeath. Esdeath is a general, Budo is the GRAND general.

What are you reasons for saying so?​
Mainly because Wave has shown speed feats capable of blitzing Incursio Tatsumi canonically who's speed is like Akame-level. He also dodged Mine's energy shockwaves quite easily and put so much distance between them while Kurome, who shown Akame if not above Akame-level speed, dodged way harder and slower than GC Wave did and put way less distance between the bullets and herself than Wave did.

And he caught up with Akame after getting himself free from Lubbock's threads and was about to hit her with Grand Fall, but then Mine blasted him away. Though, I guess it could be said that they planned that ambush from the very beginning and not a moment after they felt his presence coming their way.
