You can do your list however you want, but Tier Lists usually go by who is overall the stronger fighter.

One such example is in the Marvel vs. Capcom 2. Magneto is God Tier, yet Mega Man hard counters him. Despite the fact that he's Low Tier.

Deidara and Sasuke is another example. Deidara overall is "Stronger" but Sasuke beat him because he had a natural counter for him, which wouldn't apply to others.​

Eh, you're probably right. I'm just not sure since Wave and Run can last longer against stronger opponents, but Stylish over-all can take on defeat more enemies than Wave and Run could at one time. Taking on the whole Night Raid is an example of that.​

I'm not sure how I feel about tier lists. They are waaaay more easy to create since you don't have to factor in way too many things as opposed when making a top 10 list. Though, the top 10 shows the whole rankings more accurately hence why I usually make top 10s instead.​
