The general tier is what everyone belongs to. The smaller sections sort of breaks it up from High to Low. They generally aren't in order, once in specific sub-tiers.

I personally have Tatsumi above Wave and in the top 6-7 (He isn't touching people like Braht, Kurome, Esdeath, Susano'o and Seryuu). I'll post my argumentation tomorrow.​

I fixed the bold. Rabac is stronger than Leone so I don't know why did you put her two tiers above him. Tatsumi also goes a tier up as Wave stated that Tatsumi is near his level and he beats Ran, Mine, Leone, etc. Seryuu and Koro go to Stylish's tier as well or Stylish drops down to the same tier as Braht, Akame, etc. since we already established that Stylish and Seryuu are pretty much equal. Not to mention that Seryuu beats anyone in the tier you originally listed her in and kind of stomps some of them. Nanjenda drops all the way to Chelsea, Schere and Bors' tier if she is ''alone''.

And I just dropped the manga. Would be okay if he got another power-up, however the same Minato who didn't know what Sage Mode even is a couple of chapters now has Sage Mode and can handle it well? I won't be surprised if Sasuke just becomes a copy and paste of Madara since this manga is just copy and paste.
