Tatsumi could keep up with that guy who said it without using a teigu, so i doubt he really knew what he was talking about >.>
If Braht was at almost Esdese's level, he wouldn't have gotten killed by the other guy, who i don't think was of her level ( ._.)

I don't think Nyau even knows how strong Esdese is even if we exclude her trump card. I'm sure she never actually shown them all of her abilities while she's serious. Besides, Braht being on Esdese's level makes no sense if we go by feats, but Braht is still quite strong.

So... Around her level? Because after all, River had the entire battlefield to his advantage, it was even stated that no one can defeat River in this battlefield. Plus, Brad still would've beaten him if it wasn't for the poison. Honestly, Brad does have the feats.

I'm re-reading the fight right now. It seems I have forgotten a bit about Braht's capabilities so I'm starting to wonder if I should put him and Wave above Akame. Not sure if they can match her speed though and if Wave's Grand Chariot has the same weakness as Incrusio which happens to be the strain Incrusio leaves on the user's body.

If it wasn't for the plot, Braht would've escaped alive and well from there. But Tatsumi needed a Teigu..and his closest relationship was to Braht, so it was kinda obvious who was gonna kill who there >_>

Re-read Braht's fight and Wave's fights. They kind of own Akame. Braht beats Wave with high difficulty though and that's only due to his invisibility and speed.
Also, it seems that PP was right. Braht may be around Esdeath's level since she always wanted to fight him.

Mine also managed to blow Wave away for the rest of the Borick arc, much like Susano'o did.
I disagree with Wave being that high though, the difference between their physique is huge. Meaning Incursio is more effective.

Um..guys...Leaving Braht aside, Incursio itself is a very difficult to wield Teigu because of its straining put on the user. We saw 1 or 2 times when Akame and Leone, if i remember corectly, said that Tatsumi started to wield Incursio better than Braht himself. If Braht is really almost Esdese's level, then Tatsumi is top 5 material, isn't he?

Wave manhandled both Akame and Mine at the same time. And was throwing around Rabac like a doll, fighting Akame all while he still was watching out for side shots from Mine. The only reason they defeated him was because Rabac managed to restrain him in time so they could make a run for it. I'd say that we have been underestimating Wave quite a bit, but yes, Braht is still definitely stronger than him. Anyways, this is the current top 10 list. I edited it:

Esdese is a high-ranking general of the Empire, and leader of the Jaegers. Esdese appears to be quite emotionless and indifferent to the suffering of others. She enjoys torturing her enemies slowly, seen when she used her Teigu to put large blocks of ice in a boiling cauldron so that the prisoners inside would die slower and suffer more. Despite her sadistic actions, she is actually shown to have a compassionate heart when it comes to the lives of her men and others close to her. Esdese values and respects those whom she deems strong and competent, and will generously reward them without asking for anything in return. She is obsessively infatuated with Tatsumi.
Abilities: Esdese is the strongest person in the empire and is very skilled in battle. She possesses a powerful Teigu called Demon's Extract that allows her to manipulate ice and create ice from nothing. She uses it to create icicles, freeze things and more. She has been able to freeze an entire lake within moments with her ability. She also possesses a long rapier that she wields with her into combat. She has shown herself to be quite adept with this weapon even without having to resort to her Teigu. She also has a strong sixth sense, being able to sense killing intent even at long distances. She was perfectly able to sense that someone was spying on her. She shows very few weak spots during battle. She is also has notable torture kill. She knows various torture skills and even creates new ones herself. Esdese is also incredibly talented, because she was able to create her own trump card.

3) Susano'o (須佐能乎)
Susanoo is one of the new members of Night Raid that Najenda brought back from the Revolutionary Army HQ. He is a adept fighter and quite resilient to damage due to his status as a humanoid Teigu. He also serves as Night Raid's housekeeper and aids Akame in Night Raid's daily chores as well as training with Tatsumi.
Abilities: Susanoo is a biological Teigu, and the first one shown in the form of a human. He is able to regenerate injuries as long as his core is not destroyed. Due to his nature as a Teigu, he also seems to be immune to poisons and toxins that would kill ordinary warriors. He wields a stave-like weapon and is extremely proficient in battle. He is also very adept at housework and cooking, assisting Akame in the daily chores at Night Raid's HQ. He also seems to have an obsession with cleanliness, as he has been seen fixing Tatsumi's shirt and Mein's hair.
He has a trump card move, called "Magatama Manisfestation" that sucks his user's life energy into the magatama on his chest to gain a tremendous amount of strength, and enabling him to use powerful moves such as "The Mirror of Yata" that can reflect any kind of projectiles, as well as "Ame no Murakumo" which is a kind of sword that has immense power. However, his user will die after commanding him to use this move three times.

4) Seryuu Yubikitas (セリュー・ユビキタス)
Seryuu (セリュー・ユビキタス) is a member of the Jaegers , formerly of the Imperial Guard. She is a young girl with a strong (and twisted) sense of justice. She was the owner of the Teigu , "Hekatonkheires ".
Abilities: Seryuu possesses a biological teigu called "Hekatonkheires" which she named "Koro". It is capable of growing to incredible size on command, and extending it's mouth open to reveal many rows of razor sharp fangs. It also seems to be very durable, being able to regenerate even after being blasted with Mein's "Pumpkin". It can also grow arms to punch. It also has a trump card, "Berserker". This enchancers its physical abillities and allow it to stun enemies by roaring. It apparently overheats after using this skill. During her battle with Mein and Schere, she is shown to have a pair of tonfas that have been modified to shoot bullets.
She can also shoot bullets from her mouth as a result of one of the many body modifications she has undergone. Furthermore, when her arms are cut off, 2 guns reveal themselves to have been placed within her arms for combat use. These were removed by Schere during their battle and later repaired by Dr.Stylish. After their repair it seems she can now detach her arms at will to use the guns freely. She was shown to have some martial art skills, as she was trained by Ogre in this aspect. She was also able to beat Mein with a lot of punches.
Judgement of the Ten Heavenly Kings
Stored inside of her Hekatonkeires Seryuu possesses the "Judgement of the Ten Heavenly Kings", ten powerful weapons which function as modifications to her body. She often swaps these weapons around in combat using Koro's main body and, as noted by Mein, they're incredibly powerful despite not being Teigu. They were created by Doctor Stylish, as such his death keeps Seryuu from modifying or upgrading them, but she does know how to perform general repair and maintenance on them.
Teigu: "Hekatonkheires", also known as "Koro", is a biological Teigu resembling a small dog. When Koro is ordered, he has the ability to grow to a much larger size, increasing his strength and durability. It usually attacks enemies by devouring it. It can also grow large muscled arms and unleash a fury of punches with it. Like other biological Teigu, he will regenerate if damaged until his core is destroyed. It has a secret skill called "Berserker" which evolves the Teigu into a more bestial form enhancing it's physical abilities beyond imagination. It's roar at this point is powerful enough to stun opponents alone. According to its owner, after using Berserker he will overheat and be unusable for a few months. Even though Koro has been used directly after using Berserker.

Braht, also known as the 100 Man-Slayer, was a member of the assassin's group, Night Raid.
Abilities: He wielded Incursio, an armor Teigu that changes form depending on the person using it. When activated, the armor has a special ability to turn the user invisible for a limited time. He was also shown to be extremely proficient with a spear. He is shown to have mastered Incursio to its limits as he was able to call the Armor without the use of its key as well as being able to use its invisiblity for long periods of time.
He is also a master of his surrondings able to deal with three powerful enemies with little difficulty. He also fought with extreme skill using a sword. His exact strength was never revealed but Nyau had stated that he was at Esdese's level implying that he had skill equal to a general's. Esdese herself also commented that he deserves special attention when dealing with Night Raid further hinting at this.
Teigu: Incursio is an Armor Type Teigu created from the flesh of the Danger Beast, Tyrant. The Danger Beast's power was so great that its flesh is still alive within, giving the Teigu the title of "Demon Dragon Armor".
At some point in time, Incursio found its way to Braht and was used (as far as we know) during his time under General River up until his mission with Tatsumi when he passed it on.
When used by Braht, the armor had the ability to turn the user enveloped by the armor invisible for a certain amount of time, dependent on the skill of the user. It has near indestructible defense with the only thing able to pierce it being other Teigu. Braht (and later on Tatsumi), is able to use Incursio's auxillary weapon called "Neuntote". Neuntote is a long spear/halberd capable of cutting through Danger Beasts with ease.

6) Wave (ウェイブ)

Due to the large amout of time he spent at sea his is fairly unaware of the crime-injected Capital and corrption within the Empire. He is very close to his mother and very well respected in his home village.
Abilities: Wave wields the Armor type Teigu, "Grand Chariot," which is a more attack oriented version of Incursio. It is unknown which Teigu is stronger, as Tatsumi was unwilling to fight Wave. The Teigu increases his strength and speed. It also gives him the ability to fly. He has a technique named "Grand fall" which is a powerful kick. While with his Teigu equipt he is capable of taking of three Night Raid members at once showing that he is one of the strongest people to be in the Empire military.
Wave is also a formidable swordsman and uses his sword more than his Teigu. Esdese has said that his strength is perfect, thanks to having a good teacher.
His skill has been compared, by himself, to Tatsumi, in that while he admitted Tatsumi didn't fight back, he knew that their strengths were near equal around the time they fought. while he was aware of dangerous creatures inhabiting the ocean, he was caught off guard by creatures living in the mountains, likely due to his lack of first hand experience in dealing with them at the time.
Teigu: The stance required to activate Grand Chariot is exactly the same as Incursio, in which the user will stab the key into the ground and the Danger Beast(Tyrant) within, will cover its wielder with armor. The Grand Chariot armor grants its user increased physical strength and speed, similar to Incursio. However, while Incursio has the ability of invisibility, Grand Chariot gives its wielder the ability to fly. This Teigu has been shown to have devastating offensive capabilities.
Since it has not been seen, it is unknown whether this Teigu also has the ability to evolve like Incursio despite being made from the same Danger Beast. 7) Doctor Stylish (医者スタイリッシュ)
Dr. Stylish was a member of the Jaegers, and formerly was a Doctor in the service of the Empire. He was obsessed with being Stylish and looking good. 8) Akame (アカメ)
Akame, also known as Akame of the Demon Sword Murasame, is one of the members of the assassination group, Night Raid. She is the first member to attack Tatsumi, and comes very close to killing him. She initially appears very serious and cold-hearted, but it is eventually revealed that she is just socially awkward, worrying often about the safety and well-being of her friends. Akame is usually in charge of cooking the base's meals and is known surprisingly to be a big eater (usually meat from danger-beasts and fish). She has a younger sister named Kurome, who is a member of the Jaegers, and loyal to the Empire.

Mein is a self pro-claimed "Genius Sniper", as well as being a sharp-tongued and quick-witted member of the assassin's group, Night Raid.
Abilities: Mein wields a powerful Teigu in the form of a rifle called the "Roman Artillery: Pumpkin" that fires highly concentrated piercing shots of spirit energy. Her proficiency in its use allows her strike any target with extreme precision. When Pumpkin's user is in a dangerous situation, the power of its shots are magnified. She can also switch parts with her Teigu. One of those parts allow her to slash with spirit energy, but overheats her Teigu. Another allows her to fire quicker shots in succession but this considerably lowers her attack power. Mein also carries an eye piece stored in a compartment inside her teigu, allowing her to scout and snipe from a distance.
Her major weakness is that she leaves her back vulnerable to attacks.

11) Bors (ボース卿)

He worn a mask that obscures his face, and not much is known about him other than the fact that he's married. Despite his appearance, he seemed to be shy around other people, staring at Wave for several minutes before finally introducing himself. He was a skilled cook and often makes meals for the team.
Abilities: Bors wielded a flamethrower Teigu, named Purgatory's Invitation: Rubicante. With this weapon, he was seen setting large groups of enemies on fire that will not extinguish even if the target submerges themselves in water. He had impressive strength as one could expect from him.

Despite this, he's careful not let this get in the way of battle when fighting females. In the city, his cover is an owner of a bookstore.
Abilities: Rabac wields an offensive wire Teigu named "Infinite Uses: Cross Tail", which is very strong and actually has many uses. He is able to use his Teigu to detect intruders who cross into his wires' parameters. He is also able to use the wires both offensively and defensively, even forming them into a spear like object, which he uses to impale his enemies. He has displayed extremely resourceful tactical use of his Teigu, using it like a suit of armour being the most common use in question. He also tends to plan several moves ahead of his enemies and adapt well to a given situation even as it changes, such as when he killed two of the Four Rakshasa Demons, a group noted for killing Teigu users themselves.
He has been shown to be good at tricking enemies and distracting them; he claims his Ultimate Technique is his ability to play dead, which he has used multiple times to ambush or escape enemies. He has a great deal of experience and it was even noted by his enemies. And he was also shown to have knives that he uses in combination with his Teigu.

Nothing is known about his past or what section of the military he was pulled from, but he serves as Esdese's personal aide and recent chapters have suggested that he may have ulterior motives in coming to the team. He located Dr. Stylish's secret lab as ordered by Esdese. During the "Kill the Jaegers!" arc, he was paired with Esdese and Seryuu, and accompanied her on their mission to attack Najenda, who would be revealed to be a decoy.
Ran is calm, collective, and polite. He has never been shown to raise his voice or give in to anger and appears to be determined to make his goals a reality.
Abilities: Ran's Teigu is called "Soaring for thousands of miles: Mastema ". It's basic skill gives Ran a pair of wings that allow him to fly and unleash piercing feathers to strike foes. It has yet to reveal any other special abilities. He is shown to very fast, being able to keep pace with Esdese's initial attacks, when she comes to test the Jaegers.

Tatsumi isn't as skilled as Brad, and not as physically capable.

After-all, his base speed was good enough for him to evade Esdeath's attacks, he is calm and can analyze the situation, can enter aerial combat and his attacks (feathers) were fast enough to hit Akame. Not to mention that he has shown to be quite good at tricking the opponent as seen when he almost killed Mine, but Akame saved her.

I agree with pretty much the whole list, but I disagree about Wave's placement. I understand his Teigu is supposed to be the more improved version of Braht and subsequently Tatsumi, but his skill doesn't stack up at all to them, and with the recent time passed since the last two chapters, it was noted that Tatsumi bulked up, and is more physically fit, further adding credence to his ability to use Incursio to an extent not seen before. I'd move Tatsumi to Stylish's spot, and put Stylish in Tatsumi spot, and have Akame just below Tatsumi. Stylish's potency comes from his ability to have both intel and prep before battle, and is reminiscent of Kabuto in Naruto with his Edo's, albeit, not nearly as capable as Kabuto in battle in comparison.

I agree with pretty much the whole list, but I disagree about Wave's placement. I understand his Teigu is supposed to be the more improved version of Braht and subsequently Tatsumi, but his skill doesn't stack up at all to them, and with the recent time passed since the last two chapters, it was noted that Tatsumi bulked up, and is more physically fit, further adding credence to his ability to use Incursio to an extent not seen before. I'd move Tatsumi to Stylish's spot, and put Stylish in Tatsumi spot, and have Akame just below Tatsumi. Stylish's potency comes from his ability to have both intel and prep before battle, and is reminiscent of Kabuto in Naruto with his Edo's, albeit, not nearly as capable as Kabuto in battle in comparison.
