Not sure. My theory is that you need two rinnegan to perform chibaku tensei (madara and nagato). I also think only the original wielders of rinnegan can use an original jutsu (madara = limbo, sasuke = rinnegan shift) because obito wasn't able to use an original jutsu. So by my logic shinra...

Why sasuke is the vegeta of naruto? No he couldn't Lol. Only a another rinnegan can cancel out the genjutsu of a rinnegan. If naruto could then people in caves, underground or anywhere dark would be safe but every living being is under IT except team 7, edos, kaguya, BZ and obito till he died.
