I can agree that there should be a reincarnation of Hamura, and the manga has hinted at this when Kaguya originally thinks they are Hagoromo and Hamura's reincarnation, until she realizes they are actually Indra and Ashura. (679)
It could be argued that Madara has surpassed them, since he was able to merge their live force (or whatever is passed down, however it's defined), and awakened the Rinnegan by doing so. Naruto and Sasuke, I'd have to say no.
I think that even if Danzo knew Sasuke was coming at that moment, he would have still used it on Mifune, since he thought his skills to be superior to Sasuke's.

Yes, they can learn more, but it would take a long, long time. The only reason Naruto learned so quickly is because of his shadow clone training, which allows him to learn skills exponentially faster than a normal person.
It makes it appear that Hashirama is just too powerful to be controlled by that jutsu, even when someone has his cells and is as powerful as Orochimaru. I would venture to say that Kabuto would have the same trouble with Hashirama as well.
