I believe Sasuke will be able to do Kamui. His Rinnegan can use all Rinnegan powers and his EMS will let him copy Sharingan powers like Kamui. He just saw Obito do it.

I admit Sasuke gets free powerups but Naruto gets more in order to be equal to Sasuke. Sasuke= EMS + Rinnegan/Dark Chakra Naruto = Sage Mode + Nine Tailed Beasts + Light Chakra If Naruto only has SM and Light Chakra he'd be inferior.
