This girl told me it's free now but in playstation forums it said you need PS Plus

I did some reasearch and found this it might help

yes to play online through ps4 you will need ps+,but from what i understand it goes on your account not your console so if you have a ps3 and vita you will have ps+ across all of them and get all the benefits like the free games.

you will still be able to access psn for free and send and recieve messages but not online gaming.

yes you do however my ps plus recently ran out but i was still able to play online in watchdogs so i think it's up to the developers if you need ps plus to play online or not

When you want to play online multiplayer that is when you need PS Plus. If you run out of PS Plus, you can still be online and talk to you friends. It only applies when you want to play a game that has multiplayer.
