In part 1 we see itachi activate and use tysukuyomi on kakashi with his 3tomeo on for the whole fight was this a mistake or did kishi meant to hide MS until shippuden or did kishi forget about this?

Think about he probably manipulates the water particles in the air by using a special seal made for water. Then he makes the patricles move at high speed movements and he places the high speed water particles on his seal kunai and teleports. Sort of how minato places a seal on his kunai...
