Simple and short, naruto has all the bijuu's chakra except ichibi's chakra ( one tail tanuki or shukaku) this shows that gaara still has ichibi's essence ( chakra ) in him.... In the last chapter, kurama told gaara about a plan..... I think the plan is for gaara to give ichibi's chakra to...
