It's not a RS, just a rinnegan. Those tomoes on his left eye is the same place itachi placed his powers in before dying. And when he uses amatersu, his eye still remains a rinnegan. He can use both uchiha and rinnegan abilities with that eye as in Madara or Obito cannot do.

Those require a lot of physical energy, something that bijuu chakra can't give you.
