We all saw the use of FTG, Shunshin, Ameno and other high level jutsu...but what about a simple technique that could have been very well used to evade the attacks....and this jutsu was used heavily in Naruto part1....yes you guys might remember it too "Kwarimi no jutsu" or "Substitution jutsu"...

Well if we were to close compare the two characters before Naruto gained Rikudo powers Menma seemed way stronger than Naruto to be actually defeated in the battle...the guy was literally superior in every aspect be it Taijutsu, Ninjutsu and even had modifications for his Kyubi chakra...

Every soldier in the shinobi alliance had their abilities boosted upon receiving Naruto's/Kyubi's chakra...so the same can be said for Sasuke....he wasn't doing anything much significant till that point but after that he suddenly took second fiddle only to Naruto....How much were his abilities...
