Naruto was the strongest because being a jinchuuriki is a natural Uzumaki feat, Kushina proved it by not dying after having Kurama extracted while giving birth at the same time. So Uzumaki are the best, followed by Killer B and the others are average fodder.

We had the battle when Naruto defeated the other Tailed Beast and pull out all the rods controlling them. In the end Naruto and Bee were standing victorious and as Kurama said their power goes by how many tails the have so the list would be from Kurama at the top to Shukaku one tailed at the bottom.

We can't just put Killer Bee as second without fully knowing about the others. Yagura was a perfect Jin too, so who knows what he was capable of.

Being a Jinchuuriki is an Uzumaki talent like Uchihas using dojutsu. Hagoromo was the JuubiJin, Ashura inherited Hago's body, Senju and Uzumaki inherited different halves of Ashura's body.

Uzumaki inherited Gedo traits which allows them to use and control bijuu better than anybody else in NV while Senju inherited Juubi traits, granting them large chakra reserves and potential for Mokuton.

I think this seems roughly correct.

You have to remember that Naruto, Yagura, and Bee were the only ones who had complete control over their Bijuu, so they're going to be stronger over the rest of the bunch.

Not accurate both Roshi and Han had control too,and both were the oldest of the host with more battle experience. Naruto and Fuu were the youngest with Gaara.

Here how I vote:

1st Madara with the Juubi
2nd Naruto with Kurama
3rd Killerbee with Hachibi
4th Yagura with Isobu

Those are the ones with Perfect control of their Bijuu

The rest don't have control of their Bijuu.

Can't rate the rest considering we know nothing about the abilities they possessed in life as Obito's control let them utilize their bijuu abilities to the max.
