Can everybody use kekkei totas assuming it fits into their respective elements?? or are kekkei totas like kekkei genkais and restrained to certain families or people??

I doubt it seeing as the 10 tails is no longer under his control plus the 10 tails might end up destroying it seeing as it has no conscience that we know of
