Can everybody use kekkei totas assuming it fits into their respective elements?? or are kekkei totas like kekkei genkais and restrained to certain families or people??

Kekkei tota is an extremely rare trait observed even among elite ninja.It's a combination of 3 elements.The only known kt users are muu and onoki.It can't be passed down in a clan according to what we've seen so far.Muu is apparently the first KT user.

You need to have an affinity for all three elements. There's a reason for Onoki being the only Kekkei Tota user in the NV.
