The Nine Bijuu were spaced out all around Sasuke. There's no way that he could have made eye contact with all of them. Remember, Sasuke doesn't have 360 degree vision... ...yet Sasuke put them all under his Genjutsu. This Genjutsu requires no eye contact. It transcends even Kotoamatsukami.

This is why his performance wasn't impressive.
