Hiashi is a jonin? I though he was only head of hyuuga. Anyways, kakashi probably is the strongest jonin. We haven't seen much about jonin from other villages, but from konoha it would probably be kakashi. Hiashi is supposedly good at juinjutsu and tai, but kakashi with MS would beat him.

Lilyrose, kabuto absorbed a part of orochimaru and can now use edo tensei, so he can currently beat anyone except maybe madara.

Dragonfly, well the forum says that it is supposed to give full vision, including all blind spots and it allows use of a jutsu which is like tsukyinomi, except this lasts 5 seconds in the real world.

cas, no. Because he got it as soon as he got his mangekyou. I am pretty sure you can train to get new abilities for mangekyou. Now if he gets eternal mangekyou though, it could have more abilities.

They are both space-time ninjutsu, and can be used by only mangekyou users. Thats their only resemblance (at least right now).
