Probably because Naruto and Sasuke have been reduced to pre Jyuubi fight levels in power. He's actually pretty weak, if he got fodderised by a pre-fruit Kaguya. At least it explains why the Kage were beating down Kinshiki and Momoshiki was running from Darui and Gaara.

You know Ishiki existing since that time in a human body and not doing anything. Not appearing on the Akatsuki radar or BZs etc. Not taking advantage of the war arc, waiting 15 years after the war arc arc. Heck neither Momshiki or Kinshiki knowing about his existence. This is a decent chapter, but it's opened up a can of worms. More and more plot holes are being created and I don't see them being addressed.
