No Uchihas never tell the truth,don't you know that? Gaara was a guy but after his fight with Naruto (part1) he fell in love with him so he made gender reassignment surgery.Now he is a girl. Poor Gaara though he didn't know that Naruto is in love with Sasuke. It's a sad story actually.

Hmm I think it must be considered prep.One must find/take DNA from the target desired.That can not be considered an easy and quick task. Plus there must be a body to be used as a container for the edos.In a battlefield this is easy to obtain but in a 1vs1 one must have this prepared from before...
