i'm surprised he used it without senju DNA . the 2nd tech. on par with it aka izanagi needs senju DNA . may be tobi is not an uchiha also danzou was not an uchiha that's why they needed senju DNA and uchiha eyes both . while itachi is pure uchiha and probably he don't need senju DNA
