I think Rasenshuriken is a jutsu to counter fire. We all know that wind makes fire stronger, so if u blow on fire it gets bigger, But if u throw it like a shuriken dont u guys think that the fire would fuse wit the wind but still hit the target?? Maybe thats why he was working hard on that...
