His level is kage. His rank is Genin. I think Sasuke is still a Genin too. And Obito is a Chuunin. Rank has nothing to do with level. I'm sure that's what you meant.

We need to rethink their respective relationships. The most important issue is that the Juubi's eye looks a lot like a sharingan. We now know that the sharingan operates off of extreme emotions. However, the juubi is known for having no emotion whatsoever, so how can this be explained?

The Byakugan, despite it's name is not actually white. In the anime (as I was just watching), it's actually kind of purple. You know what other doujutsu is purple? ... Rinnegan. Perhaps Juubi eye+Byakugan == rinnegan. It would make sense if a mutated byakugan plus the juubi's yin later developed...
