His level is kage. His rank is Genin. I think Sasuke is still a Genin too. And Obito is a Chuunin.
Rank has nothing to do with level. I'm sure that's what you meant.

Yes, he is Kage level... except for his overall intellect perhaps. But if he doesn't become Hokage soon, I know he'll at least make Jounin ahahaha ^_^

He's a little past jounin but not kage yet he is strong but he has mutch to learn
