Let's assume that two characters of the same level of chakra/chi are fighting each other, one can do rasengan the other one kamehameha, who will win? i believe the kamehameha will beacuse of the following

1. Rasengan is a close range technique so it's directly at a disadvantage. While Kamehameha can be used as both

2. The Rasengan can have more destructive power since it's condense energy it one point, but after that there is no more energy. The Kamehameha on the other hand it wouldn't have big destructive immediate force, but it will relase a great damage for a longer period of time.

3. The rasengan do to it's highly condensed nature can only hold certain amounts of energy, if that energy is not balanced the user will just have wasted his energy, therefore an all out attack of chakra/chi on this two techniques will render the rasengan ineffective while the Kamehameha will be more destructive if more input is applied.

conclusion, Kamehameha ha is better

now Rasenshurinken against a Kamehameha, again same scenario two individuals with the same amount of chakra/chi and doing this techique head on. This is a closer battle since both elements can go across a plane. but there is one drawback, and it's for the rasenshurinken.

1. The rasenshurinken responds to impact or the user's decision to make it expand and explode. So a head on collision with Kamehameha ha will make it explode, if both attackers are close enough they will sustain the same damage, but if they are far away then because of the nature of the Kamehameha being a wave that the user can input more energy after the explosion or collision of powers the Kamehameha can pierce trough as time goes by.

Conclusion, Kamehameha is still better than rasenshurinken.

before i start i must warn you that i'm going to get slightly scientifical.

first we must look at what is used. for the kamehameha energy is used for the rasengan chakra. for argumentative purpases let us assume that the two consentraded forms are similar. meaning they are interchangable.

then lets look at what is happening to the forms of evergy as an attk. the kamehameha is burst forth while the rasengan is rotatated condenced shoved into the opponent.

time: kamehameha, because it is burst forth we must assume that as time goes on and the more disstance it has to travel the weaker it is, because some of that energy would dissapate into the atmasphere, and thus over time would become non existent. where as the rasengan technically doesn't leave the creator untill point of imapct and so has no time to dissipate and become weaker.

then we have to take into consideration the rotation of the rasengans rotation. the component is movement, what this means in a scientifically sense is that it has more mass. taking into account Einsteins theory of relativity and kinetic energy make it so. to elaborate, because the rasengan is rotating it has a high potential energy. because the more energy something has the more it weighs we can safely assume that the rasengan would have for mass. what this means when comparing the rasengan to the kamehameha is that it takes less energy for the rasengan to create the same amount of destruction than the kamehameha.

You forget that Kamehameha is bound by almost the same rules, to make the Kamehameha the user needs to condense his chi energy into his palms,and then release the energy, difference is that the user remains connected to the energy after release so it can input energy and increase velocity and increase it's potential force. IN the case of the rasengan due to it's highly dense energy, yes it will take less energy to make a large destructive power but no more energy can be added to it or it will fail to become as dense and the energy that has been input into it will make it less dense and thus less powerful

well if u take into consideration that the impact of the rasenshurinken is made then it makes no sense to have a discussion, if Kamehameha hits, it will just evaporate it's enemy or tear it to little pieces, (gohan destroying Cell), but then again if rasenshurkinken hits it will causes cell death which it be the same outcome. but if both energies collide the Kamehameha will win, to put it simply beam of anything will get dissipated by the explosion but afterward it will just go trough it.

you cant compare the two on the same lvl because goku was nearly always stronger than naruto.
kamehameha has the advantage of range and destructive radius over both, rasengan and frs, and the advantage in energy over frs (goku can use it nearly endless, whereas naruto can use it at most 3 times in a row in sm). the only positive point on frs is that frs is the deadlier attack when it hits.
-> kamehameha is in most cases much better and wins in a fight against rasengan and frs
