This is a very situational thread.

Tobirama could be stronger than Harashima if he could use Edo Tensei to revive Madara (him being the tipping point in a battle between himself and his brother) seeing as the 2nd made the Jitsu

However, Hirashima was considered the strongest shinobi but many people consider Minato to be the strongest. Plus there's the fact that we don't know what Hiruzen was like in his prime (but def not as strong as Harashima if you look at P1 & P2 power levels)

There is smethng am tryng to understand this list was nt dne based by the strength of the kage,s and if thats that then tsunade should be like in second place and as 4 hashi i see a strong and stupid kage who jst got konoha into trouble, hiruzen should be first, tsunade second tobirama third, hashi fourth, as 4 minato he died young so u cn,t say if would b smart or not, so i,d give him fifth, and also if it was rate by thier strength the list is totaly wackd

I believe that Hiruzen was once seen as the strongest Hokage but his strength dropped greatly when he reached his old age (could've lowered his performance and amount of chakra). Hashirama was known to be the strongest of his time but unlike Hiruzen, his strength didn't drop.

When putting Hiruzen in a list, I'm placing him how I last saw him. He was the strongest Hokage but unfortunately, his strength dropped putting others above him. Just like how Kabuto ranked in the top during this war until Orochimaru removed his own power from Kabuto's body. Though i'm not so sure why people keep him as "Kabutomaru" even though he's not in that state anymore.

hashirama...no need to explain
minato....is to fast for anyone to take on besides hashirama because bringer of darkness, isnt really better but can beat the rest
hiruzen.... knows lots of ninjutusu, seals, enma, intelligent,
tobirama......best water user and s/t (could be number 2 but we have not seen his space-time in action it is assumed to be worst than minatos because jutsu's normally get better over time ex: edo tense)
danzo......summon is beast, izanagi, ka, mokuton (could be higher)
tsunade....slow, good power, bad taijutsu, regeneration wont matter with the scale of there^ jutsu's

its seems you guys forget that hiruzen, literally pushed kyuubi outa the village, minato had to use ftg, if not, the kyuubi would owned that joint, plus hiruzen is pure senju- proof, he took hashirama's hit and tobirrama's @ an old age, he has so many techniques, that he could find counters for hashi's and tobirama's jutus's

As for obito, all love for obito, but obito even according to madara, is a brat, he was way in over his head, when he faced his sensei @ such a young age, same shit would happened to him if he faced hiruzen, you forget enma, and his overwhelming elemental jutsu's
