Rank of the hokages

What is the criteria, is it based on strength or the job they did, but either way Tobirama is too low

LOooool, Hiruzen would've died if he faced Tobi, plus he couldn't do a single thing to the 9 tails either.

That's funny I remember him knocking it out of the village, I doubt Minato has the raw power to do that.

It's actually kinda silly to rank them from 1 -5. If, hypothetically speaking, the kage do fight one on one, it's gonna depend on how smart they are in battle. It doesn't necessarily have to do with how much fire power they can dish out since all of them have a good fair amount of power and techs to counter big jutsus. So Hiruzen COULD beat Hashirama and vice versa depending on how they play their cards.

Also for example lets say Minato beats Tsunade, but is defeated by Tobirama, but then Tsunade deats Tobirama. So now how can you rank these Kage? Simple, you can't.

With all that being said, they cannot be ranked according to how strong they are, but they could be ranked on what they did for the village. And even with what they did for the village is all equal as well...

Hashirama - Founded the Village
Tobirama - Developed the Village
Hiruzen - Guided the people in the Village
Minato - Protected the Village (with his life)
Tsunade - ??? (someone help me out here)

All Kage are equal in my books

ITs not fair to say that Tobirama is the weakest when out of all hokages we have the least amount of information on him. He did however have Space/Time ninjutsu, created the Edo tensei, and would have to be powerful or he would not have been called "HOKAGE".

All you people seem to care about is how strong they are.. I agree that Hiruzen is the number 1 hokage. Not that he is the strongest, but because he was the best leader and he is basically the will of fire personified. You think being kage is all about wooping ass 1v1? All that counts is the support behind the kage, the shinobi army and the village structure. Shinobi villages in Naruto fight wars with armies - they don't bring each of their kage to some ****ing 1v1 tournament to settle things. Being a kage is not being the strongest soldier but the best leader. Hiruzen was a good leader. This is why Gaara is such a good kage and why Naruto also will be

This is a very situational thread.

Tobirama could be stronger than Harashima if he could use Edo Tensei to revive Madara (him being the tipping point in a battle between himself and his brother) seeing as the 2nd made the Jitsu

However, Hirashima was considered the strongest shinobi but many people consider Minato to be the strongest. Plus there's the fact that we don't know what Hiruzen was like in his prime (but def not as strong as Harashima if you look at P1 & P2 power levels)

I think i am in agreement slightly, because what many people here think is that a good Hokage means someone who is powerful, but without sounding cheesy i think a good hokage, like Hiruzen would be someone who cares genuinely about his/hers people
