Lol exactly but Hashirama soloed Madara and the Kyubbi while Tobirama died like a boss against 20 jounin level ninjas. That should be enough to put them up to high kage level but unfortunately neither should be used in VS threads especially Tobirama since he has no on screen feats. Although I'd put him on the same level as Minato but I wouldn't really argue in VS threads involving Tobirama since he is a big mystery.
