Worst Kage Reign known...

I personally think that the worst job was done by the 1st hokage. He started the first world war (tied to solve them by distributing the biju) that didn't work, this fighting led to the instability which caused the conflict that led to the second world war (this ended up even killing his brother). Attempted to bring together two clans that had massive differences and did nothing to really solve those internal issues which led to the genocide of that entire clan. Heck his cells are being fought over all the time (even created the demonic statue) and this enabled madara to live and the current world war to take place.
:x lol I know he really can't be blamed for the last one but still -Caused 2 world wars to take place, a genocide/almost a civil war, practically killed his brother, destabilized every nation and essentially gave the equivalent of a nuke to other hostile nations for (peaceful treaties). Worst Kage EVER!!

Considering the fact It wasn't him who unstabalized it... And considering the Fact that Senju had faded away by the time of the Genocide... Hashirama still remains the best kage ;p

Even tho he was controlled, It was the number 1 worst reign. To be a good kage you need to keep order, and peace. He did that the most besides the first Hokage. The people of Konaha actually loved him because he was so great, not because he was the strongest, because he was a good Hokage and listened to his people.

The worst kage reign was the 4th mizukage, Yagura. Under Yagura, The mist became known as the bloody mist. You know, with all the massacre and such lol. Granted Yagura was controlled by Tobi.

First of all Hokage is the leader.. noone is beyond Hokage... It is Sarutobi who gave the counsel that much power. Before it was the Hokage and the Jounins.

Counsels ruined the village for Suna and Konoha. =].

You're going too far, Yagura isn't a loser. I bet all other kages would also have been controlled by Tobi maybe except for Hashirama

Just because I didn't sugar coat it doesn't mean it isn't true. He got controlled, thus his reign was terrible. Hiruzen may be another that wouldn't be controlled, "Master of over 1000 Illusions" and such.

oh hell no! did you not notice Hiruzen wasnt Hokage anymore? Minato was, and he died, so Hiruzen had no choice because Jiraiya was MIA. Hiruzen's reign was over when Minato was appointed. Everything after that is a great big mess thanks to Tobi/Madara.

By the way the worst would have to be Gaara's dad.

The reason you JUST gave to defend the first hokage is LITERALLY your argument as to why Hiruzen was the worst reign. He ALLOWED instability. It wasn't Hiruzen who caused the instability as you have said.

And that's only if you count the Uchiha massacre as a bad thing, which I personally don't. You have no right to say they would have "talked things out" since you cannot possibly know that for sure.

as MANY have said before, the worst REIGN (or time period for a certain village under a certain leader) would definitely be the REIGN that had people killing one another. If you're talking the worst LEADER it would still not be hiruzen, it would be Gaara's dad...

Hashirama gave away the Tailed beasts to get more stability....... The world improved VERY MUCH. Because of that.... The world went from the Age of war... to peaceful/war age. You can't compare ANY Kage to Hashirama. Its just dumb. Hashirama set the standards for a Kage.

Gaara's dad was doing the best for its village. Danzo would be the worst leader in just that 1 day.

Sarutobi stood by and let people boss his village and its people.. Uchiha , the Hyuuga... and let people like Danzo be part of the Government.

there was i think 3 kages still alive at that time so you really can't say that cause hes a senju and he just didn't have alot of spotlight so you really can't say that

Also, after the 4th's death, he ruled for another 13 or so years before being killed by oro. If he thought he should step down originally, why did he not find a replacement sooner? He clearly was not up to it towards the end.

Lastly, he left the 4th Hokage's orphaned son to completely fend for himself as an outcast. He was lucky Naruto turned out the way he did, as it has been frequently noted that given their backgrounds, naruto could easlily have gone down the same path as Saske.
