My point is the STARTING point of the jutsu is ON his focus. his focus WAS raikage but when the flames appeared he lost focus due to body flicker and therefore the flames traveled. But they STARTED where Raikage WAS. but my point is neji would be the focus and the technique would start there. If neji were to get out of focus or dodge it THEN it would move.
If it
appears where the Raikage stands then the Raikage can't dodge it no matter how fast he is, it would take izanagi to dodge a flame that appears on you.
Even Mintao can't dodge something that appears on him.
