Vacuum palm doesn't disrupt chakra, it just applies a physical force. It has never been shown to disrupt chakra or affect chakra points. The only reason he was able to use it to escape Kisame's water prison was because he was able to apply FORCE to the areas that had the least amount of chakra. This is just like how Neji and co escaped from the fat Sound 4 dude's earth prison.
1. Electric current is short range, vacuum palm is short to mid range, therefore electric current will not disrupt Neji, and he can Dodge Sasuke Chidori Spear as it is not atmospheric like Sasukes current.

Neji could instead envelope himself in his powerful chakra, which has acted as a shield in the past, only excessive force can break the envelope, Susanoo arrow for example.
3. In order for sasuke to Dodge the Vacuum Palm he would need to raise his hand from the ground, that is why I used it as a counter.

6. Vacuum Palm uses Byakugan for Precision so that it can strike precisely at vital points, it is a pocket of chakra made from the Vacuum.
Also you state that Vacuum palm is just force, yet that Revolving Heaven is not, how can this be when Vacuum Palm is a targeted Revolving Heaven?
At any rate, Gentle fist requires the expulsion of chakra so that it can penetrate below the skin of the opponent and damage the chakra network.
Vacuum palm can be used to disrupt the chakra flow of the susanoo, as it does to other Ninjutsu the as the susanoo is completely chakra (as are all pure chakra ninjutsu that have taken shape) in humanoid form, the same could be done to a ninjutsu water dragon.
He can spot the weak point of Susanoo and even if it is just force that is applied instead of chakra (just for the sake of us not disputed the same point without end) the weakest point of the Susanoo being disrupted completely will still disrupt the entire form of the Susanoo.
My main worry is the susanoo arrow.
Neji will have a hard time with it if he is at long range from Sasuke, the best thing for Neji to do is stay within mid range as it is hard to use a long range weapon on someone who is evading at mid to short range, also in mid range he can use Vacuum Palm on Sasuke.
Also Sasuke takes more time to aim and fire his susanoo arrow, so even though without a doubt Susanoo arrow is one of the fastest projectiles in NU, Neji's vacuum palm requires, less prep, less chakra and less strain on the body results from it.
Remember the maximum amount of times we have seen Sasuke use is twice in one battle.
Against Sasuke using it once on Kakashi tipped him over the edge, and against Kabuto he only used it twice in the battle, by that time Itachi was in the process of casting izanami, the main battle would be over and Sasuke would deactivate his Susanoo.
