Shisui is the single most overrated-by-narutobase character. He can Kotoamatsukami ONCE EVERY TEN YEARS. KA is not effectively part of Shisui's arsenal. Shisui: "Gee I wish I could KA my opponent but I did that to someone else eight years ago so it's a no go."
