For the most part yes. It all depends on the situation though, as Nagato would not be as good at infiltrating a village secretly, or controlling people, etc.
In his defense, Nagato didn't only go to capture Naruto. He went to prove a point. He wanted to make Konoha feel true pain. He could have been far stealthier if he had chosen to.

Itachi would not stand a chance, Genjutsu would work well but he would need Tsyukyomi too much and Kakashi alone is a good match him+a few senior backups are good enough to take down Itachi and Kisame is powerful but There are enough ninja to take him down and as soon as Sage Naruto shows up then its over.

keep dreaming bro itachi(healthy) on a whole other level we haven't even seen him fight in healthy state im sure but the only one who would be a match for them is naruto. itachi would disable most of them naruto will tell the ones that are good at medical ninjutsu to fall back and heal the ones that are down, naruto and probs shikamaru, kiba, shino and chouji would be still able to fight, shikamaru would run out of chakara tryna catch him with his SP while tryna find out a plan to beat him, but then itachi WOULD OUT SMART him and probs put him under tskuyomi, set all of shino's bugs on fire with amaterasu, chouji would then try ambush from the air with the expansion ball jutsu thingy and boom susanoo arm catch chouji and slam him to the ground another one bites the dust, and then kiba tries to ambush too with fang over fang then another susanoo arm comes out and slaps them together and 2 down, then finally catches shino and whacks him in the back of the head because hes too fast.

Itachi with Kisame would do a great damage to the village and they would rape konoha 7, cause the thread is about Itachi and Kisame going to Konoha instead of Pein so Naruto is training on mount myoboku and Gai's team is on a mission.But yeah youre right they'd rape konoha 10 too, but Naruto would give them a harder time, though back then he had only SM not KM.
do some research dude. even itachi said tsukuyomi can be broken by uchihaa bloodline and since rinnegan is OP than sharingan so definately rinnegan should see through tsukuyomi illusion.
