I was going to say hashi when I read the title but you said not power.. Hmm I think hiruzen tbh. Hashi didn't really do much for the village, why? because the village had just started and he died shortly after. It was said he passed down the will of fire so I think that is all he did, well he also protected it against madara.

Tobirama set up the uchiha police force so they could have a better role in the village to prevent another madara. He also started the 3 man cell team, he must of started this with hiruzen and the to advisor.

Hiruzen passed down the will of fire to a hell of a lot of people the whole village really. He gave his life for the village. He did much more but I can't think right now but yh hiruzen

Leadership? hashirama - founded the village - devided bijuus for peave - his negotitation skills where pro (stopped the war with uchihas)

and tobirama (tried making life better for uchiha without discrimination and made them in charge of police academy) + minato - well i dont know about leadership but they both died knowing they could survive died for the village's safety ...

Tsunade - i dont know - saved alot of people with from pain?

Hiruzen - well he died for the village's safety too but. he was being controlled by danzo and was too soft hearted ..he wasnt willing to do what was needed to be done until he was too late..he could have stopped the uchiha's massacre but didnt do anything...alot of wrong thing he did wrong as hokage

id say hashirama first because he has the best achievements as a hokage and was calm and cool and a good leader. ...personally tsunade and hiruzen +danzo were crap as hokage.
