Tsunade and Minato were overall the best. All the other Hokages left a stained legacy which these guys had to inherit and even with all the shit they have to put up with, they still did/do a great job running the village and have yet to leave any negative impact behind.
Hiruzen was way too lenient (and the results are as we know), Tobirama is one of the reason why the narutoverse is currently as it is and Hashirama lacked political autonomy. Those two combine a lot of positive aspects w/o any major fail in their curriculum.

How can anyone say that Hashirama was the best HOKAGE?. He couldn't kill Madara, and now look what is happening.
For sure Hashirama was the strongest of all shinobi, but as a Hokage he failed bad.
Tobirama was trying to do best for Konoha but failed too. He was obsessed with Uchiha, so I think that made him fall.
He died quickly as well, so you know...
We all know how the regin of Hiruzen and Tsunade look like, so I do not have to develop this thread.
For me personally, the best HOKAGE was Minato. Maybe he died young, but when you look at him, you see that he was the most intelligent of all Hokages. He sealed half of Kurama in him self, left Rasengan for Naruto and many other things.

Hashi did kill him though. Cheat code Izanagi requires the death of the user.
Madara even admitted inferiority more than once.

Maybe he gained a 'new light', similar to the EMS (except in the Rinnegan's case its strong enough to recover from blindness once). This is just speculation ofc, Kishi definitely needs to explain this one.

First Shinobi World War, where Hiruzen becomes Hokage. It either started while Hashirama was Hokage, clearly prooving that his Peace was not sucessful, Or after he died of Plot, Proving that everyone was just afraid of him. So, it's either Setting up a system that devolves into Chaos within a generation, or Peace through Intimidation.
