I was going to say hashi when I read the title but you said not power.. Hmm I think hiruzen tbh. Hashi didn't really do much for the village, why? because the village had just started and he died shortly after. It was said he passed down the will of fire so I think that is all he did, well he also protected it against madara.

Tobirama set up the uchiha police force so they could have a better role in the village to prevent another madara. He also started the 3 man cell team, he must of started this with hiruzen and the to advisor.

Hiruzen passed down the will of fire to a hell of a lot of people the whole village really. He gave his life for the village. He did much more but I can't think right now but yh hiruzen

tobirama is almost equal to his brother hashirama however he was killed by 20 elites. considering that he is with an UCHIHA DANZO + SARUTOBI but they think they stand no chance. now that speaks hashirama's power gap to other shinobi is not that far.

madara being enhance by senjus DNA and renigan made a SUSANO COMPARABLE to a BIJUU(i dont know why people get overwhelmed by that feats.. maybe because when they sa itachi's susano they think he can stand up to a bijuu :rofl we all know that the 3rd raikage stand toe to toe against a bijuu. then he can stand against that PERFECT SUSANO

Just to not sound like a Hashi cockrider you decided to choose the worst Hokage ever, Hiruzen has done for all we know nothing for his village, except sacrefice himself but he was really old, Minato on the other hand sacreficed his young life for the village, while Hiruzen didn't do sh*t. Hashirama is the reason Konoha exists now and he even made momentarily peace, something no other Ninja has ever done, even Tsunade has done more then Hiruzen if you ask me.
