The word 'called' is past tense. Madara did not live to the recent times in the manga.

When databooks and manga say Hiruzen was considered the strongest hokage,

An interesting point about your thread - the first page you use as "evidence" is Kabuto saying he is the strongest of the KAGES not HOkages get it? He is strongest of the 5 Kages because there were not 5 Hokages at this time seeing as Tsunade was chosen. The second page also, states that he was the strongest of all... this is kind of ambiguous it DOES NOT say he was the strongest of all HOKAGE just the strongest of all this could refer to living shinobi at his time he is the strongest in the village during his rule. You really have little proof here. The databooks even refer to what the people who are younger than Hiruzen are saying and even then "it was said" not "it is irrefutable truth that...." The people who are regarding Hiruzen as such were not alive to see Hashirama and thus don't know about the magnitude of his strength. All they know is the fairy tale of Hashirama and the strength of Hiruzen which they can see for themselves they call him the strongest.

those were the people in hashiramas era who knew of his strength. nobody believed in shodais power and thought it was a myth. this led to hiruzen being called the strongest because this is what they saw.

Some people tried to say the 3rd Raikage > Hiruzen. Disproved. Just that I wasn't able to edit the thread anymore.

hashiramas power was a myth which meant nobody believed that he was so strong. hashirama was called the strongest shinobi.

Being called a God > Having Fairytale Strength.
