Minato probably, he delt with Kurama before. If he can use FTG technique on Kurama to send him to another location he can definitely send the 8 tails as well. I say minato mid-high difficulty

I agree with the draw. Minato is faster but Bee's reaction speed is insane. He might be goofy but he has excellent skills + not even mentioned the eight tails here.

I think the page before shows Minato behind Bee and then the Raikage thinking about how he did it (which obviously takes x amount of time) then the bit where Bee has his sword to him. So in that thinking time I think is when he meant he could of killed him.

He had lots of help from his wife without her restraining the 9 tails he would not be able to stop it.

Now bee his a perfect host it which would make it that much harder.
